Storm Casters are said to either be Geomancers or Wind Callers that decided to use storm magic on the Black Book.
The reason why Storm Casters could came from Geomancers is a reference to Minecraft Dungeons' Lightning Rod's description stating that it was made by Geomancers trying to harness the power of the skies.
Their relation to Wind Callers can be seen by their similar animations and ability to float.
Storm Casters can be seen as Goety's version of the Wind Caller.
